Doctorate education focuses on enabling students to make original contributions to their respective fields of study. There are two phases of the doctoral program at HU, an initial learning phase that can include coursework, seminars, research, and fieldwork that contributes to the student’s knowledge in the program of study; and a second research phase that focuses on the student’s original research culminating in their final dissertation defense or complex project. Upon completion of all program requirements the student will be awarded the doctoral degree in their program of study.
ISEM Doctoral Degree Options
Doctoral-level Studies in ISEM provides the following degree choices for students:
- Doctor of Philosophy (Ph.D.) - contributing new theories and concepts, or novel applications of existing theories, to a discipline or area of professional practice. This terminal degree that produces researchers and academicians who will add to the body of knowledge in ISEM.
- Doctor of Engineering (D.Eng.) - devising solutions for new complex private, public, national, or global ISEM-related problems. This terminal degree that produces practitioners who can lead, plan, implement, and manage the advanced technology-driven public and private organizations of today and tomorrow.

MISSION STATEMENT
The mission of the Harrisburg University Information Systems Engineering and Management Doctorate Program is to create information systems thinkers and leaders with the ability to add to the body of knowledge and practice in today’s and tomorrow’s academic, public and private organizations.
PROGRAM GOALS
The Information Systems Engineering and Management Doctorate program will produce graduates who:
- Create original knowledge, understanding, and/or solutions;
- Integrate current theories and concepts; and,
- Disseminate results to peers and the larger community.
*Work experience is a requirement for successful applied learning during the full course of your degree program. If you are an F1 student, eligible CPT authorizations are required. If you are unable to work, you must submit a Waiver of Required Work Experience to your program lead.

Program Requirements
The following comprises the requirements for the Ph.D. in Information Systems Engineering and Management degree and the D.Eng. in Information Systems Engineering and Management degree. Requirements include a minimum of 36 semester hours and non-credit program requirements. When applicable, the semester hour value of each course appears in parentheses ( ). In addition, with permission of the Program Lead, the student may complete any Graduate or Doctorate level course to align with research/project topic. Students entering with a Baccalaureate Degree
Complete the following courses - 33 semester hours:

Complete 9 to 21 semester hours from the following courses:
The number of semester hours required is based on the student’s individual Plan of Study specified by the Admissions Committee. Complete the Depth Course Requirements
Complete 9 semester hours from the following courses:
Collaborative Institutional Training Initiative (CITI) Training
CITI Training includes training modules on human subjects and ethical research. Harrisburg University requires that all research involving human subjects, including the use of secondary and primary data, be reviewed by the University’s Institutional Review Board (IRB) to ensure protection of the rights of human subjects. Qualifying Exam (for Ph.D. degree only)
The student will demonstrate fundamental knowledge by successfully completing a Qualification Examination (QE). Complete 6 semester hours of the Doctoral Research Seminar: After consultation with the program lead and advisor, if needed, the student will enroll in ISEM 781 - Doctoral Research Seminar II as a continuation of the Research Seminar requirement. The student will be required to have a Doctoral Dissertation Committee established. Institutional Review Board (IRB) Approval
The student will receive approval of research from Harrisburg University’s Institutional Review Board (IRB). Complete at least 12 semester hours of Doctoral Studies:
